Kilkenny city to gain while Piltown to lose out in local elections reform recommendations  This should see the exit of Cllr. Melissa O’Neill who was expelled by Sinn Fein while Eugene McGuinness should finally make it in the city with election to the Kilkenny council where his father, the late Mick McGuinness was mayor seven times.

Overall number of councillors will remain the same at 24
